Reorganization Meeting Minutes
January 4, 2010
Members of Council in attendance: Bill Roush, Rob Sweger, Rob Shipp, Bill Ritzman, Mike Sweger, Bruce Hengst & Jackie Minium. Mayor John Kerns and Secretary Karen Knellinger.
The Mayor presides and swears in new council members: Rob Sweger, Bill Ritzman, Mike Sweger, Bruce Hengst and Jackie Minium.
Mayor Kerns called the meeting to order. Secretary Knellinger conducted roll call and verified all home and cell phone numbers. After the pledge of allegiance, the Mayor accepted nominations and elections of officers.
Councilmember Bill Ritzman nominated Billy Roush for President of Council. Councilmember Rob Sweger seconded the motion. Bruce Hengst moved the nominations be closed. Approval was unanimous.
Rob Sweger nominated Rob Shipp for Vice President of Council. Jackie Minium seconded the motion. Bill Ritzman moved nominations be closed. Approval was unanimous.
President Roush assigned the following Committees: Street Committee: Bruce Hengst chair, Bill Ritzman and Jackie Minimum. Water Committee: Rob Shipp chair, Mike Sweger and Jackie Minimum. Finance Committee: Rob Sweger chair, Rod Shipp and Bruce Hengst. Solid Waste Committee: Jackie Minium Chair and Bill Ritzman. Sewer Committee: Rob Sweger chair, Rob Shipp and Bruce Hengst. Emergency Management Committee: Rob Shipp and Mike Sweger remain. Recycling: Mike Sweger and Bill Ritzman. Ordinance Review Committee: Rob Shipp, Jackie Minium and Rob Sweger. Building Maintenance Committee: Billy Roush and Jackie Minium. Media Coordinator: Secretary Knellinger and alternate Bill Ritzman. Perry County Borough Association meets monthly and President Roush assigned Bill Ritzman to attend with Jackie Minium as alternate. The Perry County COG representative will remain Rob Shipp with Jackie Minium as alternate. The Perry County Tax Collection Representative and Capital Area Tax Representative will remain Rob Shipp, with Billy Roush and Mike Sweger as alternate. President Roush will also remain as the TriCounty Regional Planning Committee Representative and HATS representative.
President Roush opened the discussion on the 2010 budget. Councilman Rob Sweger explained the budget planning process. No comments or action on the budget for 2010, stand as previously approved.
Review of the schedule for the meetings for 2010. There may be an issue with the July 5th meeting falling on the Monday after the holiday. A decision can be made to change the date in the future.
New Business
Bill Bunt, the solicitor, retainer fee increased for 2010 to $1,250. Councilmember Bill Ritzman made a motion to retain Mr. Bunt as the solicitor. Councilmember Bruce Hengst seconded the motion. Approval was unanimous.
Vice President Rob Shipp made a motion to retain the accounting firm of Rob Morris & Company from New Bloomfield. Councilmember Mike Sweger seconded the motion. Approval was unanimous.
Councilmember Bill Ritzman made a motion to retain Secretary Karen Knellinger. Councilmember Bruce Hengst seconded the motion. Approval was unanimous.
Vice President Rob Shipp made a motion to retain Glace Associates as the engineer. Councilmember Bruce Hengst seconded the motion. Approval was unanimous.
Adjournment
Vice President Rob Shipp made the motion to adjourn to regular session. Councilmember Mike Sweger seconded the motion. Approval was unanimous.
