Millerstown Borough Council     Meeting Minutes      April 4, 2019 Those in attendance: President Rob Shipp, Vice President Bruce Hengst, Council members Donna Showers, Tim Ritzman and Rich Fegley. Secretary Karen Knellinger, Plant Manager Dave Stroup and Operator Sam Beers. President Shipp called the meeting to order at 7:00 pm. Public and Private Concerns Resident Mike Sweger requested a handicap parking space in front of his home because his wife cannot do the steps in the back. He advised this is a permanent condition and realizes that anyone with a handicap placard can park there. Penn Dot was contacted and they advised this is a Council decision as they do not control the parking on State roads. Councilmember Showers made a motion to allow a handicap spot. Councilmember Ritzman seconded. Approval was unanimous. Resident Rob Sweger reported he has seen ATV’s cross Market Street with possibly underage drivers. The Council advised they do not have a local police force and he should contact State Police directly. MCSI representative Curt Black shared they have a current contest for planting flowers and passed out flyers. They are also working on having liners made for the trash cans around town. He wants to place another marker at Borough Hall next to the existing one and plant flowers in the boxes above the sign. Council approved. They will be cleaning the square and planting new flowers on the islands. He also asked for permission to have banners made for the poles around the square. He was advised by PPL there would be no charge for the attachments. When he has a proof of the banners, he will present it to Council. The minutes from the last regular meeting were previously emailed and reviewed.  Councilmember Fegley made a motion to approve the minutes as presented. Councilmember Showers seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed and discussed. Vice President Hengst made a motion to approve the bills and expenditures. Councilmember Fegley seconded the motion. Approval was unanimous.  Street Committee Report Dave knows some pot holes need to be filled. The handicapped sign will need to be core drilled in the sidewalk on Market Street.  Sewer Committee Report Dave advises the block heater was replaced but Burns had to rewire the breaker. The impellers were ordered and Dave will replace them. They get very heavy wear in high flows. The mixer needs to be emptied because a bracket is bent at the bottom of the tank. The weather will need to stay warm for this to be done.  Water Committee Report Sam has school on May 15th in Altoona. They will be flushing fire hydrants the week of May 6th. Several valves and hydrants need to be replaced. They were budgeted for last year and had to be delayed.   Finance Committee Report None Solid Waste Committee Report None Engineers Report Cory advises the Chapter 94 report and the Chapter 110 report were submitted. The CIPP estimate is being reviewed for a better price. Greenwood School District is proposing a turf field. This is the recharge area for the entire well system as well as the existing flooding issues will need to be considered. Cory will review the plans as more information becomes available and stay in contact with their engineer if the plan moves forward. Mayors Report Absent Solicitors Report None Old Business Vice President Hengst has not reached his contact at Penn Dot concerning the review of brake retarder signs on Market and Sunbury Streets. Councilmember Ritzman is still working on repair of the cans for the square. New Business A landlord on West Sunbury has requested to place a dumpster for no more than one week to clean out an apartment. Council approved. Zoning Permit T Ritzman, S Mkt St, new home A motion was made by Vice President Hengst to adjourn. Councilmember Showers seconded the motion. Meeting was adjourned. The next meeting will be held Monday, May 5th at 7pm.
