Millerstown Borough Council
Meeting Minutes January 4, 2021
Those in attendance: President Rob Shipp, Vice President Tim
Ritzman, Council members Rich Fegley and Kevin Hertzler.
Secretary Karen Knellinger, Mayor Scott Arbegast, Plant
Manager Dave Stroup, Plant Operator Wade Blanchard, HRG
Engineer Justin Medinsky.
President Shipp called the meeting to order at 7:00 pm with all
in attendance wearing masks and socially distancing.
Public and Private Concerns
A resident complained about illegal dumping trash and brush
along Locust Street. The area is difficult to enforce but the
employees and Council will try to monitor the area.
The minutes from the last regular meeting were previously
emailed and reviewed. President Shipp made a motion to
approve the minutes as presented. Councilmember Hertzler
seconded the motion. Approval was unanimous.
The bills/receipts/expenditures were reviewed and discussed.
Councilmember Rizman made a motion to approve the bills and
expenditures. Councilmember Hertzler seconded the motion.
Approval was unanimous.
Street Committee Report
No ETA on the new dump truck.
The second 30 minute parking sign needs to be installed in
front of JVB. The offenders need to be warned before they are
ticketed.
Snow was removed from the square and the invoice has not
been received yet.
Sewer Committee
There are extensive repairs needed to several manholes.
Updated confined space equipment is needed. A tripod for
$3,100, harness for $267 and two respirator masks for $230
each with extra filters were approved by the Municipal
Authority. Councilmember Ritzman made a motion to approve
the purchases.
Councilmember Hertzler seconded the motion. Approval was
unanimous. A 4 or 5 option gas meter is also needed but
unsure of the costs at this time for a calibrated meter or a
disposable. Council also approved the necessary purchase.
Water Committee Report
Wade passed his water classes and test and will be applying for
his license. He will be attending the wastewater classes
beginning 2/10.
The backflow prevention ordinance was discussed with many
questions on plumbers and the certification process. Dave
suggested for resident Dave Mittner to attend the next meeting
since he is familiar working for DEP.
The drought contingency plan was approved by DEP, this needs
to be resubmitted every three years.
Finance Committee Report
The accountants are working on the DCED audit.
Solid Waste Committee Report
The three year contract will need to be advertised in the fall.
Engineer’s Report
HRG engineer Justin Medinsky advises no formal plan has been
received for the GWSD track improvement project. There are no
updates on the solar project but a fence is currently being
erected as this was part of the plan for liability reasons. The
public water supply permit for the tower is on hold until spring
due to the drought and the weather. The Borough NPDES
permit was submitted and under review.
Mayor’s Report
A snow emergency was declared but so far no funding is
available.
Solicitor’s Report
He is currently working on suggestions for updating the zoning
ordinance and suggested storm water fees ordinance and will
attend the next meeting.

New Business
Wade inspected a used Honda pump for water main breaks for
$500, with all the hoses. He also needs a pair of waders to do
repairs in the holes during a break.
Councilmember Ritzman made a motion to approve the
purchases. Councilmember Hertzler seconded the motion.
Approval was unanimous.
Zoning Permit
None
Councilmember Fegley made a motion to adjourn. President
Shipp seconded the motion. Approval was unanimous.
The next meeting will be held Monday, February 1 at 7pm.
