Millerstown Borough Council Meeting Minutes July 10, 2017Those in attendance: President Bill Roush, Vice president Rob Shipp Council members Jackie Minium, Bruce Hengst and Donna Showers. Secretary Karen Knellinger, Plant Manager Dave Stroup and Ben Shull from HRG and Solicitor Steven P Miner. President Roush presided; meeting called to order at 7:00 pm.Public and Private ConcernsMCSI representative Bob Meyer presented some different plans for Freedom Park, currently owned by the Savercools, to a Memorial Veterans Park. They are interested in buying or leasing the park to and possibly have the deed in Millerstown Borough’s name for the future. The upkeep would be a responsibility. They could sell bricks to offset some of the cost. Further information will be needed before any decisions can be made. Mike Hartley, a new resident on North Market Street has experience in Municipal Engineering and offered his services to Council pro bono. Currently Penn Dot is repaving Market Street and there a few things he would like to bring to the contractor’s attention. The Council appreciates his input and he will need to work through Street Chair Minium and road master Stroup. The minutes from the last meeting were previously emailed and reviewed. Vice President Shipp made a motion to approve the minutes as presented with the exception to strike a resident’s name. Councilmember Hengst seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed. Councilmember Minium made a motion to approve the bills and expenditures. Councilmember Hengst seconded the motion. Approval was unanimous. Street Committee ReportThere have been a few residential complaints on the paving; the contractor has tried to work through them. A vehicle was parked on South Market Street in clearly marked no parking places. The contractor was paving and the vehicle was towed. Sewer Committee Report The air conditioning unit was replaced in the lab. The fuel tank in the dump truck was replaced since it was leaking. The backup switch needs to be rewired or by passed and wired again. The starter motor needed tow bolts, which Dave replaced. Water Committee Report A second emergency repair in front of Millerstown Motors occurred with a break in a galvanized line. The valves and hydrants have been flushed. The hydrant at Walnut Street will not open, Modern Pump advises a second spare pump for the well is needed. Finance Committee Report The loan for the water account will be paid off in four months however, the reservoir building needs to be rebuilt. Engineer’s ReportBen finally got a response from Kristen Metzger from DEP; he was referred to Darren Horst for project review. The valves need to be within compliance for DEP regulations. Solid Waste ReportThe Fall Clean Up day is Saturday October 7th from 8-12. Mayor’s ReportAbsentSolicitor’s ReportNoneOld BusinessThe barn roof will be replaced by Lakeside Builders; a down payment of $3,480 was required. They should be starting in the Fall sometime. The end of Locust Street has an accumulation of junk. Letters need to be sent and Secretary Knellinger needs addresses. New BusinessEMC Fultz needs information on the NIMS training. A joint meeting with Greenwood and Tuscarora Township to discuss the uniform fire tax is being planned. Sometime after 6:30 pm but not on a Wednesday suits most of Council. Zoning PermitsNone Council adjourned to Personnel Executive Session. Return to regular session:A motion was made by Councilmember Minium to adjourn. Councilmember Minium seconded the motion. The next meeting will be held Monday, August 7th at 7:00 PM.
