Millerstown Borough Council

Meeting Minutes

March 7, 2011

Those in attendance: President Bill Roush, Vice President Rob Shipp, Councilmembers Jackie Minium, Bill Ritzman, Bruce Hengst, Secretary Karen Knellinger, Rodney Gish, Bob Reisinger from Glace Associates and Ray Savercool, Zoning Officer.

President Roush presided, pledge of allegiance and meeting called to order.

Public and Private Concerns

None

Speaker on the agenda Terry Kline of Kline Engineering in Marysville is the consulting engineer for the New Harvest Community Church. They are interested in acquiring the property at 525 East Sunbury Street and the current zoning is industrial, which would need to be changed to village mixed use like most of the surrounding area. Council does not have a problem with changing the zoning. Mr. Kline will draw up the necessary papers and submit them to Mr. Bunt to be advertised and a public hearing scheduled.

The minutes from the last meeting were previously emailed and reviewed. Vice President Shipp made the motion to approve the minutes as read. Councilmember Ritzman seconded the motion. Approval was unanimous.

The bills/receipts/expenditures were reviewed. Councilmember Ritzman made a motion to approve the bills and expenditures. Vice President Shipp seconded the motion. Approval was unanimous.

Street Committee Report

The truck and the cinder spreader had over $4,000 in repairs in the last few weeks. The oil pan rusted through and the fingers on the spreader had to be replaced, Rodney thinks it should last another 5 years. Chair Hengst has been working on the renumbering and will have to consult with the post office for the changes. A pothole list will need to be done since it is getting warm enough to pave. During the last snow, the borough truck was in the shop and Jim Russell offered the use of his plow and truck for approximately 8-9 hours. Vice President Shipp made a motion to pay him $250 for the use and gas for his vehicle. Councilmember Ritzman seconded the motion. Approval was unanimous.

Sewer Committee Report

Tim Reilly, Chairman of the Municipal Authority advises they are awaiting the outcome of the Penn Vest application until next month. Vice Chair Melville arranged a letter of support from Representative Keller supporting our application and the need for funding. The United Methodist Church has donated $5,000 for the sewer upgrade project. All of council appreciates the donation and a letter of thank you will be sent.

Water Committee Report

A bid was received from Harrisburg's Kohl Brothers to close the Locust Street well for $10,800. Kevin will obtain other bids. The sampling tap will need a few parts and the township is going to dig. This should be done by the end of the month for sampling to begin the last week in March.

Finance Committee Report

WJ Moore has asked to rewrite the current workers compensation plan from SWIF to AmeriHealth Insurance to save $2,700. The coverage is all the same. Vice President Shipp made a motion to switch providers. Councilmember Ritzman seconded the motion. Approval was unanimous.

Solid Waste Report

Councilmember Sweger is absent.

Engineer’s Report

Bob Reisinger advises he will have the Act 537 reimbursement application done by next week. The Penn Vest application will be reviewed by April 20 and we should know by the May meeting. He made some changes on the budget before resubmitting to Penn Vest including the Orrstown loan and adjustments to legal fees. He would like to have bids out in May to be received by June.

Mayor’s Report

Vehicles parked too long on the square in front of residences are being moved around; the State Police has been issuing tickets. A garage fire occurred on North Market Street and a youth has admitted to setting it. After several complaints, a letter will need to be sent to the owner of a property on Walnut Street. It burned over two years ago and now a wrecked vehicle has been sitting. Secretary Knellinger will consult with Mr. Bunt. The petition to cut the council members from 7 to 5 has been filed and many seats are open in the upcoming election. Mr. Bunt is filing a motion in court to have the seats reduced.

Old Business

Councilmember Hengst will be reviewing the new Penn Dot regulations for parade permits. Secretary Knellinger is still trying to set up a meeting to review the codifying ordinances outline presented by Keystate Publishing. Perry County Land Development review was presented for review.

New Business

The cost for the back up system, Carbonite, is $54.95 per year, $99.95 for 2 years, $129.95 for 3 years. Secretary Knellinger advises there is $100 in the budget. Vice President Shipp made a motion to buy 2 years of back up service for $99.95. Councilmember Ritzman seconded the motion. Approval was unanimous. A letter was read from MCSI advising they will not have Christmas in Millerstown for this upcoming year. Council would like to see this event continue and other options will need to be explored.
