Millerstown Borough CouncilMeeting MinutesMay 5, 2018Those in attendance: President Rob Shipp, Vice President Bruce Hengst, Council members Donna Showers and Tim Ritzman. Secretary Karen Knellinger, Plant Manager Dave Stroup and Cory Salmon from HRG.President Shipp called the meeting to order at 7:00 pm.Cory Salmon arrived at 7:10 pm.Public and Private ConcernsCouncilmember Showers had a Community Aid bin put behind her home at 14 North Market Street since they had no room at their location. The proceeds benefit the Senior Citizens Center. Ms. Moreland of 7 South Market Street was sent a letter about keeping rabbits. She maintains they are pets and emotional support animals for her disabled daughter. Council advised if they are pets, they will need to be kept inside the home as such. Ms. Moreland will comply with the ordinance. The Council wishes for the Solicitor to review the ordinance and review the possible parameters of distances. A resident complained about the weeds on the sidewalk in front of 45 North Market Street. Another letter will be sent for them to be trimmed. Mike Sweger requested a letter from Council approving he continues to sell vehicles from his location. He is reapplying for a license from the State and they must have zoning and use approval from the Council. The location has been a car dealership since 1937. Vice President Hengst made a motion to have a letter stating the location conforms and the Council approves. Councilmember Showers seconded the motion. Approval was unanimous. Numerous complaints have been received about 39 South Market Street. A letter will be sent.The minutes from the last regular meeting were previously emailed and reviewed. Councilmember Ritzman made a motion to approve the minutes as presented. Vice President Hengst seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed. Street Committee ReportThere is a sidewalk meeting with MCSI on Thursday at 6pm. Dave had a Garden State representative meet him on Iron Mountain to review a possible guardrail. He informed Dave the company is not interested in installing it. Rick Levan will help with using Liquid Fuels monies to tar and chip Locust Street. Dave will get Tate to give some estimates on other patching. Sewer Committee Report Dave advises there are still some I&I issues he will be looking to resolve. After the school is out he will be doing some testing. The plant tour date is TBD. Water Committee ReportNoneFinance Committee Report NoneSolid Waste Committee ReportWe will need to advertise for a new contract in 2019.Engineer’s ReportCory presented a CCR draft; he will make corrections and have a final for the next meeting. He passed out a handout on Chapter 109, Backflow Prevention, directly from the DEP website. We will need an ordinance for a time schedule of inspections and installations. The Solicitor will need to get involved and possibly a public education flyer distributed. Resident Dave Mittner has offered to intervene on our behalf since he works with DEP to get clarification on exactly what is required. Mayor’s ReportThe Mayor is not present but he did purchase paint for $21 and painted the tunnel at Stitch in Time. Solicitor’s ReportNoneOld BusinessVice President Hengst will try to reach his contact at Penn Dot concerning the review of brake retarder signs on Market and Sunbury Streets. Adam Shaffer, Athletic Director for the High School, called Secretary Knellinger for clarification on the letter concerning the use of chemicals. Their response letter has not yet been received.
