Millerstown Borough Council  Meeting Minutes October 2, 2017 Those in attendance:  President Bill Roush, Vice President Rob Shipp, Council members Bruce Hengst and Donna Showers. Secretary Karen Knellinger, Plant Manager Dave Stroup, Mayor John Kerns, Ed Ellinger and Corey Salmon from HRG. President Roush presided; meeting called to order at 7:00 pm. Public and Private Concerns The minutes from the last meeting were previously emailed and reviewed. Vice President Shipp made a motion to approve the minutes as presented.  Councilmember Showers seconded the motion. Approval was unanimous. The bills/receipts/expenditures were reviewed. Vice President Shipp made a motion to approve the bills and expenditures. Councilmember Hengst seconded the motion. Approval was unanimous.  Street Committee Report Dave used some hot mix in the bigger potholes; he will continue to fix them as they appear. He provided several addresses that need their overhead spouting and downspouts directed to the rear of the residences per Penn Dot. Sewer Committee Report The recent samples have been good since there was a small oil spill introduced to the sewer plant a few weeks ago. The Municipal Authority has a proposed budget to be reviewed by Council that does not include an increase in rates. Sam will work on his days off and on the weekend to schedule the meter inspections with residents.  Water Committee Report Dave advises he tried to help Bill Moore locate yet another leak in his pipe. The original install was done improperly and backfilled with stones that are rubbing holes in the plastic pipe.   Finance Committee Report A budget planning session will be on October 17th.  Solid Waste Report The Fall Clean Up day is Saturday October 7th from 8-12. All employees will be available for the event to make the day go smoothly. CCD will drop the dumpsters in the borough lot on Friday, October 6th. Engineers Report Supervisor Ed Ellinger was in attendance to assure the Council even though we are on our 3rd P.E., they have left for a variety of reasons and he is still supervising the account to ensure we are getting the best service he and his firm can provide. He will be working closely with Corey Salmon on all our current projects.  The chlorine conversion plan has been submitted to DEP. It may take up to 3 months to receive approval to construct then after completion, an operations permit will be issued. A secondary well site is not required but should be pursued. Ed advises grant funding will be needed. The generator is a 45KW and will need a different trailer than the enclosed one purchased a few years ago. This will be discussed during budget planning. Invoices have not been received for the Market Street Project from Penn Dot. HRG will compile the necessary paperwork for reimbursement as soon as the invoices are received.  Mayors Report Mayor Kerns verbally warned a resident there is no burning within the town limits. Trick or Treat will be on Saturday, October 28th from 6-8 and the Lions Parade will be on Thursday, October 26th.  Solicitors Report None Old Business The barn roof replacement has been completed. One piece has a discoloration but the rain should wash it clean. Landlord Tristan Kerr was sent a letter concerning his tenant with abandoned vehicles. Council will need to check and advise Secretary Knellinger if further letter need to be send out. New Business The mower deck hanger broke and needed to be welded. The new bar light for the back of the dump truck is in and Iron Mountain garage will do the wiring. Dave will be working on estimates for the roadwork for next year and have them for the budget planning session.  Zoning Permits None A motion was made by Vice President Shipp to adjourn. Councilmember Showers seconded the motion. The next meeting will be held Monday, November 6th at 7:00 PM.
